Yes, this free admission event is initiated by the Commission on Tourism and International Relations. An exciting street party where everyone can morning the night! There will also be a street parade contest wherein contingents from all-over the city and all-over the province of Cebu will be on their Samba-inspired costumes. I've heard they are very excited to win the following prizes:

Aside from the street dance, stages will be spread throughout the venue featuring DYLS 97.1′s Disco, Faces Bar Concert, Dopee Rap Battle, Letshare TV Disco, DYRT 99.5′s Disco and Loft House DJs.
There is also a Food Festival that will be held at the Mactan Liberty Shrine. It will also be culminating at the Kadaugan Street Party at the center island of the road leading to the Lapu-Lapu City Hall. More or less 30 participating hotels, resorts and Lapu-Lapu food outlets will join and offer available good food at very affordable prices (from P5 to P99 ONLY!)
The said event will also feature the following amazing local bands and DJs:
